Leather & Non Leather Footwear

Tamil Nadu has long been a hub for leather goods and has steadily evolved into a high-potential destination for non-leather footwear manufacturing. Recognising the sector’s strong growth prospects and future scalability, the state has developed significant capabilities to attract global investments across non-leather footwear and component manufacturing. Tamil Nadu was the first state in India to identify the strategic importance of this industry and to formalise its vision through the Tamil Nadu Footwear & Leather Products Policy 2022. Reflecting this proactive approach, several leading global footwear manufacturers—supplying internationally renowned brands such as Nike, Adidas, and Skechers—have chosen Tamil Nadu as their preferred investment destination.

Why Tamil Nadu

India’s No.1 State in Footwear Manufacturing

Tamil Nadu is India’s largest footwear manufacturing ecosystem, anchored by established leather clusters such as Ranipet, Vellore, Ambur, Tiruppur, Perambalur, and Chennai, and strengthened by the presence of major global exporters and OEMs serving global brands. The state also offers a strong non-leather manufacturing base—covering PU, EVA, rubber, and knit footwear—supported by emerging hubs in Perambalur, Tiruvannamalai, Tindivanam, Bargur, Kallakurichi, and Ariyalur, enabling a well-balanced and scalable production landscape.

Strong Skilled Workforce & Specialised Clusters

Tamil Nadu offers a deep and experienced workforce, supported by large-scale employment, specialized research and training institutions such as CLRI, CFTI, and FDDI, and strong skill depth across all key footwear manufacturing processes. Established clusters like Ambur–Vaniyambadi–Ranipet bring decades of export experience, consistently supplying premium markets in Europe and the United States.

Strategic Location

Tamil Nadu’s strategic coastal location, robust port connectivity, proximity to major domestic and international markets, and well-developed industrial corridors make it a geographically advantageous destination for global leather and footwear manufacturers seeking efficient, scalable, and export-oriented investments in India.

Market Potential

Compelling dual-market opportunity for footwear manufacturers, with access to a domestic consumer base of over 1.4 billion people and a rapidly growing organised footwear market, while also serving as a competitive export platform supplying hundreds of millions of pairs annually to 100+ global markets, supported by cost-efficient manufacturing and scalable capacity.
